This whole scene and setup remind me of Frostpunk 2’s voting system. You should take a look at it.
Like here for example, I’n the game you gotta make promises and stuff to certain groups first so they vote for your proposals.

Hos is a cool guy, but he is stupid. Maybe not quite as much as Pucho but he’s close. This whole Pituka grudge thing cause she critized him once for a valid reason is so stupid.
I guess if he makes some concessions to me like a fancy new suit I could maybe change my opinion.
I don’t think Hos is stupid… I think it’s more like he’s caught up in his own head. I think he genuinely and honestly thinks that everyone views him as damaged goods. That he is worthless and that he’s not worth being loved. I think he knows the consequences of his actions. He just doesn’t care, or perhaps he even thinks he deserves it. He’s been treated as a stray. A lowly hybrid. And he has been bullied because of it, and he might believe his parents abandoned him because of it. He thinks, if my own parents didn’t love me, who will? Then, Nelly stood up for him and cared about him, and he thought, maybe she will love me? But she has constantly spurned his affections, because she has her own issues. I’m wondering if he’s beginning to question whether she actually cares about him or if she just pities him? He knows all too well, that he made a deal with the Deevil, by agreeing to Tyne’s terms. But, he saw it as the only way to get Nelly’s respect and her love.

At this point, the best thing for the council to do is just allow for people to run for the absent seat. That would give them a chance to feel Hos out and see if he’s best for the position.
Is River the only male on this council? Dang. Dude’s surrounded by females.
Yeah, Paws Den is very much a Matriarchal Society where females tend to have most power.

Fan of Hos? His work or the character? His outfits are definitely unique and interesting. As for Hos himself, that’s a silly question, Baker, of course I like Hos! He’s a good friend and a good guy. Just wish he wouldn’t go to such lengths to try to get his friend’s respect when they already care for him, but… Tyne isn’t outright demanding his Soul, and he has at least garnered respect from the Circle, so maybe he will be okay?
