If Luna used her death kiss on someone really bad who can’t be stopped any other way that’s a good deed, but it has to literally be an irredeemable monster.

As she mentioned, she is no magic expert. For all she knew, she was just a magic user who changes forms at will. She orchestrated a disguise hair band, stuff like this is the reason she thought Luna would know about it. She knows magic users, has no idea what they can do. To think that she was an entire different species all together was not her first assumption to make.
