I think he will manage to convince them to take a vote (with a Fashion Show of course!) and for it to come down to a split decision with Meliza breaking the tie.

Either say something now, or lose his chance forever. Even if it’s part of someone else’s ulterior motives, this will be one of the few opportunities to get a foothold.
It might seem bad to go up against that “authority”, but it’s doubtful that it can be used under these circumstances. Right now, Hos is “unknown” to the queen, and poses little of a threat. As such, there’s little reason to outright reject an easy resolution, especially after the unsatisfying postponement of the prior topic.
